US panel seeks sanctions on India’s spy agency
For the first time, a U.S. government panel has called for sanctions against India’s external intelligence agency — the Research and Analysis Wing, or RAW — and one of its officers, Vikas Yadav.
The recommendation comes in the U.S. Commission on International Religious Freedom or USCIRF’s 2025 annual report.
It links Yadav to a foiled assassination plot targeting a Sikh activist and U.S. citizen on American soil.
The report also urges the U.S. to review its planned sale of MQ-9B Predator drones to India, warning they could be used in religious freedom violations.
It further recommends the application of the Transnational Repression Act against India for alleged efforts to target minorities abroad.
These are the strongest measures ever proposed by the USCIRF against India.
It again recommended India be designated a “Country of Particular Concern” — a list that includes China, Iran, and Pakistan.
The USCIRF says India continued repressive tactics against Sikhs abroad, citing the Gurpatwant Singh Pannun case in the U.S. and the killing of Hardeep Singh Nijjar in Canada.
India has strongly criticized the report, calling it biased, politically motivated, and an attempt to misrepresent its diverse society.
